reddened skin

Hi everyone!
I'm Arnold and I got fox terrier Sara. 

I am concerned her behavior. Sh constantly itches, bites herself. Thought it was fleas, but no. The skin is reddened.  What is it? allergy or smth else?

    If it's allergy - kinperpet treats can help. I usually buy it for my doggy. In other case it will be better go to vet
